As long as she sees you approach, Harper will stay just like this and let you rub her tummy with your foot. (Until she gets overstimulated and nips at your foot, but she generally pushes back with her paws first.)
Now note I said “as long as she sees you approach.” You don’t want to sneak up on her blind, because she freaks out if you’re stepping over her when she first notices you, thus enhancing her chances of getting stepped on over her just staying still.
She cannot put it together that the same person who doesn’t step on her when she sees him/her coming (and rubs her tummy with his/her foot!) is also not going to step on her when she doesn’t. Further, she cannot deduce that her sudden and unpredictable movement is more dangerous.
This is a big part of why I don’t think cats are all that smart.
